The lower third of the cover has first a white block, then a brown block. In the white block is the title "RESIDENTIAL SCHOOLS FOR HANDICAPPED CHILDREN" in brown text. Below the title, right aligned, is "Bulletin 1939 . No. 9" ("." is centered vertically in the line of text). Above this text, The lower third has a white block with the previously stated title and bulletin number. Below the white block is a brown block with white text. The text in the brown block says "UNITED STATES DEPARTMENT OF THE INTERIOR" and "OFFICE OF EDUCATION" below that. Back cover and spine are plain white with no markings.
